Firmware - Release 1.0.0 Alpha 20240430

Changes since last release:

Fix an issue where rebooting from the tuning software could cause injectors and fuel pump to flicker on/off several times before the reboot completes
Fix a buffer overrun in code that communicates with the PC
Add pin settings for bias and pullups to appropriate pins
Move serial comms to core 0 with the rest of the PC comms code in order to avoid possible data corruption.
